Brightwater Executive is delighted to partner with our client, a large complex organisation based in Dublin in their search for an Interim Chief Operations Officer.

About the Position

Joining a dynamic Executive Leadership Team, this pivotal role will drive the strategic leadership and delivery of essential operational services, contributing significantly to the organisation's overall strategy, planning, and leadership.

Key Responsibilities

  • Optimise Operational Management: Oversee the planning, coordination, and integration of core operational functions to ensure safety, service quality, cost efficiency, and alignment with strategic goals.
  • Support Financial Sustainability and Governance: Contribute to restoring financial stability and ensuring strong governance to enable long-term organisational success.
  • Enable Data-Driven Decision Making: Strengthen strategic planning and operational effectiveness through systematic data collection, analysis, and informed decision-making.
  • Provide Strategic Leadership: Help shape and deliver organisational strategy, represent the organisation’s interests, and support compliance with legal and regulatory obligations.
  • Ensure Strong Governance Structures: Uphold governance, policy, and regulatory standards while actively contributing to senior leadership forums and working groups.
  • Lead and Develop People: Manage teams effectively, support staff development and performance, and foster a high-performance, accountable workforce.
  • Promote Continuous Improvement: Encourage cross-functional collaboration, regular process reviews, and benchmarking against best practices to drive innovation and service excellence.
  • Foster a Positive Organisational Culture: Build a workplace culture based on respect, trust, collaboration, transparency, shared purpose, and accountability.

Experience/Requirements

  • A third-level degree with a postgraduate qualification required
  • Over 10 years’ experience in senior leadership roles within large-scale, complex organisations in the public and/or wider public sector, overseeing operations, people strategy, and organisational development.
  • Led strategic human resources functions for over 5 years, including policy development, workforce planning, talent acquisition, employee relations, and governance responsibilities at senior executive level.
  • Successfully delivered major organisational change initiatives, including restructures, integrations, and operational reform, with a focus on stability, communication, and performance improvement.
  • Extensive experience in senior-level governance, including executive reporting, board-level presentations, and cross-functional stakeholder engagement.
  • Strong track record in data-informed decision-making, with experience implementing systems that use analytics to improve service delivery, efficiency, and strategic alignment.
  • Championed equality, diversity, and inclusion, leading initiatives to embed inclusive practices, address systemic inequalities, and improve access and representation.
