About the Company

Brightwater Executive is delighted to be retained exclusively to partner with Focus Housing Association, an award-winning Approved Housing Body (AHB), an independent, not-for-profit organisation providing affordable rented housing, in their search for a Director of Development. 
 
Focus Ireland is a housing and homelessness charity driven by the fundamental belief that homelessness is wrong. Founded in 1985 by Sr Stanislaus Kennedy, Focus Ireland works with people who are homeless or at risk of losing their home and employs approximately 550 employees across more than 100 projects nationwide.  

The key objectives of the Focus Ireland strategy Restating our Vision 2021-2025 are (i) Preventing homelessness and (ii) Supporting people who are homeless to move on into secure homes. Everyone working in Focus Ireland is of the same belief that the real solutions lie in preventing people from becoming homeless in the first place and ensuring that they have help to stay in their home. 

In 2022, Focus Ireland supported 16,000 people nationwide who were homeless or at risk of homelessness.

About the Position

Reporting directly to the CEO and working alongside the entire Executive Team, the Director of Development - Focus Housing Association, will provide strategic leadership and operational control across the organisation in line with organisation strategy in the areas of development and acquisition of property.

Key Responsibilities

  • Implement the strategy of Focus Housing Association to ensure our customers are in the forefront of everything they do. 
  • Develop the strategic acquisition and development plan that champions a customer-centric preventive approach that aligns across all functions and to the overall Focus Housing Association strategy.
  • Develop a Development organisation structure, partnerships, policies, systems and practice to deliver the strategy to ensure positive outcomes for customers.  
  • Deliver an innovative design and quality approach to tenancy engagement that respects and empowers customers and is appropriate and tailored to their needs.
  • Lead and deliver successful change management initiatives as required while ensuring clear outcomes in delivering a quality service to tenants.
  • Ensure that our Meascán model approach remains part of the Development framework across Focus Housing Association. 
  • Ensure development projects adhere and comply with all necessary and approved specification standards to support ongoing lifecycle maintenance.
  • Ensure development projects enhance our approach to Sustainability to allow our tenants apply a sustainable approach to their housing solution.
  • Lead the management team in the area of Development ensuring development and continuation of best practice and compliance with all required standards. 
  • Take a lead role in influencing the Approved Housing Body sector regarding the development of long-term housing required for people who are homeless or at risk of becoming homeless.  

Experience/Requirements

Skills and Competencies
  • Credible and dynamic leadership capability with proven people management skills and the ability to drive and manage change.
  • Excellent relationship, networking and influencing skills.
  • Ability to motivate staff in a challenging and diverse environment while promoting staff morale.
  • Understanding and expertise in  property development with expert knowledge of social housing provision.
  • Proficiency in designing, planning, implementing, monitoring, evaluating & adapting social housing for people with diverse and complex needs.
  • Strong communication skills and writing skills along with negotiation, influencing and relationship building skills both within and outside the sector. 
  • Good knowledge of primary functions of Advocacy, Research, Policy Development, Services, Finance, HR and Fundraising with experience on how these functions interconnect cohesively
  • Experience of speaking in public and in the media in advocating for people’s rights
Essential Criteria
  • Demonstrable management experience at a senior level, proven track record of achievement of strategic planning, managing teams, budgets, delivery of social housing projects on time in a dynamic environment. 
  • Relevant qualification in social housing, development, business or equivalent.
  • A management qualification is highly desirable. 
  • Excellent IT and presentation skills
